A 1950s core that filled in

What Hollywood Park houses are made of

Hollywood Park was developed in the late 1940s and incorporated on 7 December 1955. It counted 783 residents in 1960, 2,299 in 1970 and 2,841 in 1990, so the town tripled through the 1960s and kept filling in through the 1970s and 80s. The result is a housing stock that runs mostly 1960s through 1980s over a 1950s core.

That age is only half the story. The other half is written into the town code, and it decides where the paint can actually go.

What we look at

What we look at on a Hollywood Park house

The town code and the oak canopy set most of the scope before anyone picks up a brush.

Eighty Percent Masonry, by Town Code

Section 14-51 requires that not less than 80 percent of exterior overall wall area be masonry, and no single wall may fall below 20 percent. That is the highest masonry bar of the nearby municipalities. It governs new construction, additions and accessory buildings, so it did not re-clad a 1965 house, but it tells you what most of this town is wrapped in and where the paint can actually go.

Your Stucco Is the Hard Coat Kind

The ordinance defines masonry as brick, natural stone, or stucco, and it spells out the assembly: an expanded metal lath base with three conventional coats, scratch, brown and finish, at a minimum thickness of three fourths of an inch. That is traditional hard coat stucco, not EIFS or a synthetic panel system. Hard coat cracks differently and holds a coating differently, so the patching material, the primer and the elastomeric question all change.

Most of Your Paint Is on the Second Floor

The same section exempts the exterior walls of an upper story from the masonry requirement. On a two story Hollywood Park house that often means a masonry box on the ground floor with a painted upper story sitting on it. Your paintable surface is concentrated upstairs, which makes access and ladder work most of the job, and it is why the upper story weathers out well before anything below it.

The Oak Trimming Window Runs July Through January

Ordinance #943 states that oak trees growing on private property may only be cut or trimmed from July 1st through January 31st, and all trimming equipment must be disinfected before use. From February 1 through June 30 nobody can legally cut back an overhanging oak limb to reach a wall or set a ladder. That is five months covering prime spring repaint season. We schedule canopy side elevations into the open window or work around the limb instead of through it.

Shade, Slow Drying and the Mildew Side

A town does not write an oak wilt ordinance and publish a RED ZONE list of infected addresses unless it has a serious mature live oak canopy to protect. Real shade means slower drying, longer recoat windows and more mildew pressure on the elevations that never see direct sun. Those walls get washed and prepared differently from the sunny side, and they are usually the ones that fail first.

Where the Permit Line Actually Sits

A repaint needs nothing. A repaint that grows into fascia replacement, carpentry, a roof touch or a fence is different, and the town charges twice the permit fee for a first violation, three times for a second and four times for a third. We tell you before the scope crosses that line, not after.

The color is yours

No permit and no color approval to repaint

The town's 2024 Building Permit Fee Schedule lists 18 permit types, from plan review and roofing to lawn sprinklers, flagpoles and mailboxes. Painting appears zero times. There is no architectural review board and no color palette in the town code. Hollywood Park is a town, not an HOA, so the color is your decision to make.

Hollywood Park painting questions

Do I need a permit to repaint my house in Hollywood Park?

No. The town's 2024 Building Permit Fee Schedule lists 18 permit types, covering everything from plan review and roofing to fences, decks, foundation leveling, flagpoles and mailboxes. Painting appears zero times. There is no architectural review board and no color palette in the town code, because Hollywood Park is a town, not an HOA. The one thing to watch is scope creep: if the job grows into fascia replacement, carpentry or a roof touch, that part is permitted work, and the town charges twice the permit fee for a first violation. We flag it before it happens.

Is my stucco real stucco or synthetic?

In Hollywood Park it is very likely the real thing. Town code section 14-51 defines masonry as brick, natural stone, or stucco, and requires stucco to have an expanded metal lath base with three conventional coats, scratch, brown and finish, at a minimum thickness of three fourths of an inch. That is traditional hard coat, not EIFS or a synthetic panel. Hard coat cracks differently and holds a coating differently, which changes the patching material and the primer we bring. The code governs new construction and additions rather than existing walls, so Michael still confirms it on site before quoting the prep.

Why does my upstairs need repainting before my downstairs?

Because section 14-51 exempts the exterior walls of an upper story from the 80 percent masonry requirement. On a two story house here the ground floor is usually a masonry box and the upper story is the painted part, so almost all of your paintable exterior sits above head height. It is also the most exposed surface on the building, taking sun and driven rain with nothing above it, which is why it weathers out first while the brick or stucco below still looks fine.

Can you trim the oak limb blocking the wall?

Only between July 1st and January 31st. Hollywood Park Ordinance #943 allows oak trees growing on private property to be cut or trimmed only in that window, for oak wilt prevention, and all trimming equipment must be disinfected before use. The town also publishes a RED ZONE list of infected addresses. From February through June we work around the limb instead of through it, or we schedule that elevation for when the window reopens. Trimming permits are issued by the town.

How often should I repaint a house in Hollywood Park?

It depends on the elevation more than on the house. South and west walls take direct Texas sun and give out first. Shaded elevations under the live oak canopy dry slower and carry more mildew pressure, so they fail for a completely different reason and need a different wash and prep. Hard coat stucco holds a good coating a long time when the cracks are patched properly, while trim, fascia, doors and the painted upper story come due sooner. Michael will walk it and tell you which surfaces need attention now and which can wait.
